Members of the territory government, head of Zelenogorsk ZATO, representatives of TVEL OJSC, and Director of JSC “PA “Electrochemical Plant” were present at the meeting.
In the course of the meeting Yuri Olenin told Head of the regional government about the primary trends of development of the modern world nuclear fuel production market, increased competition at the uranium enrichment services market and the company’s plans concerning reforming of JSC “PA “Electrochemical Plant” located in Zelenogorsk ZATO of Krasnoyarsk territory (the plant belongs to Rosatom State Corporation).
“Restructuring of Electrochemical Plant is technologically and economically feasible measure aimed at ensuring long-term stability of the plant operation and improvement of working conditions for its staff”, Olenin emphasized.
Edkham Akbulatov noted that Electrochemical Plant promoted urban development and the level and quality of life of Zelenogorsk ZATO inhabitants was in direct relationship with its successful operation. That’s why the restructuring could be regarded feasible only in case it would contribute to strengthening the plant position at the market.
The parties have agreed to establish a joint working group to work out the concept of interaction for the purpose of implementation of specific measures plan aimed at creation of a new image for JSC “PA “Electrochemical Plant” in Zelenogorsk ZATO for the nearest future.
In addition, Edkham Akbulatov ordered to prepare proposals for attracting possible investors to participation in development of Zelenogorsk ZATO business environment and restructuring projects of JSC “PA “Electrochemical Plant” divisions. “Small business development in Zelenogorsk should be carried out by joint efforts of Fuel Company and the city. Besides, about 600 mln rubles from the territorial budget are intended for micro-entrepreneurship development and some part of these funds must be devoted to Zelenogorsk”, Akbulatov said.
Yury Olenin confirmed that Fuel Company was certainly interested not only in the plant development but creation of the modern business environment in Zelenogorsk. “Our task is not only to raise wages at the enterprise but to take care that Zelenogorsk inhabitants have something to spend this money on. For this purpose it’s very important to develop the consumer services sector, to improve their quality”.
In this regard Yury Olenin mentioned that TVEL would take a series of measures aimed at small business development in ZATO. In particular, associated companies established on the basis of non-core assets will be provided with a guaranteed order volume on the part of JSC “PA “Electrochemical Plant” and the enterprise is ready to lease at a reduced rate the spaces allotted as a result of restructuring.

JSC “PA “Electrochemical Plant” — is an enterprise of Rosatom State Corporation (www.rosatom.ru). Produces low-enriched uranium for NPP fuel assemblies, stable and radioactive isotopes for different chemical elements, process pipelines for industrial facilities, single and general purpose static frequency converters and some other high-technology goods. The enterprise is managed by Fuel Company being established on the basis of TVEL.
