The commissioning of the Zapolyarye – Purpe and Kuyumba – Taishet pipelines may be postponed for two or three years

The commissioning of the new Zapolyarye – Purpe and Kuyumba – Taishet pipelines may be postponed for two or three years, as the oil companies made adjustments to their plans of development of the oil fields that will serve as the base for filling of the new systems.

Transneft, JSC, informs that some oil companies were not able to fulfil the order of Deputy Prime Minister of the Russian Federation Arkady Dvorkovich by September 15, 2014 and to submit the updated schedules for oil and condensate delivery to the Zapolyarye – Purpe and Kuyumba – Taishet trunk pipelines for the period till 2025. They explain that the delay was caused by the force majeure circumstances, including the necessity to analyze the situation caused by the Western sanctions.

Transneft, JSC, is carrying on a dialog with all the oil companies participating in the implementation of the Zapolyarye – Purpe and Kuyumba – Taishet projects; it has conducted several meetings. Currently, the best results have been achieved in the negotiations that are being conducted with Rosneft. As for Gazprom, it wants another 1–1.5 months to study the situation before it is ready to submit the updated schedules. Based on the information given to Transneft, JSC, by the extracting companies, the submission of the final oil field development schedule may be put on hold until the picture of oil quantities is clearer and more optimistic. Only LUKOIL, OJSC was able to give specific numbers to Transneft, JSC, regarding the expected oil delivery.

On its part, Transneft, JSC, does all the construction work on schedule. However, due to the plans adjusted by the oil companies, it will have to suspend the projects when the conditions for their freezing are optimum. For example, the construction of the facilities will be completed, though the industrial equipment having limited service life will be installed at a later time. It may result in considerable losses for the oil transporting Company.
