The pipeline offshoot to Komsomolsk Refinery will run through the Amursk, Komsomolsk and Solnechny Districts of the Khabarovsk Region
 Limited Liability Company «Eastern Siberia – Pacific Ocean» Project Management Center» Embarked on Implementation of the ESPO PS – Komsomolsk Refinery Pipeline Offshoot Project/
In December 2014, Transneft, JSC, and Rosneft Oil Company, OJSC, signed the Long-Term Tariff Agreement to be effective during the joint implementation of the project of building the pipeline offshoot from the Eastern Siberia – Pacific Ocean Pipeline System (ESPO) to the Komsomolsk Refinery.
Limited Liability Company «Eastern Siberia – Pacific Ocean» Project Management Center» (PMC ESPO, LLC, a subsidiary of Transneft, JSC), acting as the Technical Customer, started preliminary work as part of the program for design development and construction of the pipeline offshoot.
In cooperation with Joint-Stock Company «Institute for Design of Oil Trunk Pipelines», the Center has already started engineering survey and drilling operations, which must be completed before spring impassibility of roads, taking into consideration the specific climatic and natural conditions (marshy terrain, seasonal soil freezing).
The pipeline offshoot will run through the Amursk, Komsomolsk and Solnechny Districts of the Khabarovsk Region; it is intended for reliable and efficient transportation of oil from the ESPO Pipeline System to Komsomolsk Refinery.
