The tariff rates have been changed pursuant to Decree No. 377-r of the Government of the Russian Federation, dated March 14, 2014 and will amount to 6.75% on average.

The indexation of tariff rates will be implemented as follows:

1. By 6.75% as compared to the tariff rates of 2014 as given below:

    for pumping services;
    for services in order processing and oil movement supervision;
    for services oil transfer, loading, discharge and delivery;
    for services provided by Transneft, JSC, in oil transportation along the following routes: Yaroslavl 1, 2, 3 – Primorsk (the Baltic Pipeline System), Klin – Ust-Luga, Taishet – Meget/Angarsk Petrochemical Company, Makhachkala – Sheskharis Transferring complex, Republic of Azerbaijan/Russian Federation border (Shirvanovka) – Sheskharis Transferring Complex.

2. By 7.5% against the level of 2014 for oil transported eastwards by using the Eastern Siberia – Pacific Ocean Pipeline System.

In addition, the decision was adopted on the network tariff rate set for the services provided by Transneft, JSC, in oil transportation by trunk pipelines along the routes from the oil receiving stations of Transneft – Siberia, JSC, to the ports of Transneft Primorsk Port, LLC, and Spetsmornefteport «Ust-Luga», LLC, in the amount of 1,697.40 rubles for 1 ton, net of VAT, thus making it possible to:

    set the compatible conditions for oil transportation to the ports of Transneft Primorsk Port, LLC, and Spetsmornefteport «Ust-Luga», LLC;
    eliminate the dependence of the oil transportation cost on the selection of the actual transportation route and motivate Transneft, JSC, in optimizing freight traffic and reducing costs;
    give incentives to oil companies in maintaining uniform throughput of the pipeline system.

The one-time tariff maneuver combined with the increased quantities of oil transported by the Eastern Siberia – Pacific Ocean Pipeline System will help to eliminate the cross-subsidization of eastern oil deliveries through the western ones.
