The initiative of this workshop was announced by State Atomic Energy Corporation «ROSATOM» at the IAEA 58th General Conference. The main purpose of this workshop was to share with the national decision-making people and simulate exchange between them on the accumulated experience and practice to implement responsibilities for the development of the national nuclear programme.

The event was opened with the address from Mr. N. Spassky (Deputy Director of State Atomic Energy Corporation «ROSATOM» - Director of International Cooperation section) presented by  Mr. V. Gutkov (Head of Department of IAEA, State Atomic Energy Corporation «ROSATOM»). Ms. Anne Starz (Head of the Integrated Nuclear Infrastructure Group, IAEA) presented the IAEA activities to support nuclear infrastructure development in newcomer countries. Mr. Yury Sokolov (Director of Department of Scientific and Technical International Cooperation, JCS «Concern Rosenergoatom») defined the purposes of this meeting as to exchange the information and practices in the area of developing the effective NEPIO.
 
This is a new International workshop in the ROSATOM -CICE&T on nuclear infrastructure for newcomer countries with special emphasis on NEPIO activities. This was preceded by the workshop in December of 2012 when the pool of Russian experts was formed in support of nuclear infrastructure in embarking states ( http://rosatom-cicet.ru/?p=329)
 
The Russian experts based on their experience shared their vision on the role of NEPIO in the development of the different elements of NI and how to develop national competence within particular issue of nuclear infrastructure. The senior managers of national nuclear programmes oriented to WWER Technology from Bangladesh, Belarus, Jordan and Turkey presented the status of the national infrastructure development.  Such an exchange of the practices and opinions can be considered as a significant step in establishing the links between experts from embarking states and Russian experts to make the process of nuclear infrastructure development more effective.
