Transneft Far East, LLC Holds Tactical Fire-Fighting Drill

According to the drill legend, a simulated fire occurred in the territory of the oil pump station No. 34, which is part of the Eastern Siberia ‒ Pacific Ocean Oil Transportation System and which has several degrees of fire protection as an increased hazard facility. The facility on fire was the oil tank No. 2 with a capacity of 50 thousand tons of oil. It is equipped with an automatic fire-extinguishing system that is capable of eliminating the fire in an unattended mode of operation: it covers the gap between the floating tank roof and the tank wall with a special substance and feeds it directly into the burning oil layer. However, according to the drill legend, this system has malfunctioned.

The alarm that notifies on the detection of a source of fire was received at 4:54 p.m. Assistance to the volunteer fire brigade from among the employees of the station came from the crews of the separate post of the 4th Fire-Fighting Unit of the Federal Fire-Fighting Service of the State Fire-Fighting Service in the Khabarovsk Region and the employees of the Chief Directorate of the Ministry of Emergency Response of the Russian Federation in the Khabarovsk Region.

The specialists connected to the fire tanker trucks to the water tanks, deployed the hose lines, portable fire monitors, and sent a jet of water at the ignited oil tank. Above the surface of the floating tank roof, a foam solution was fed with the use of a fire-fighting foam lifter (a specialized fire engine with a strong monitor and a retractable boom).

As explained by Oleg Mogilny, Head of the Fire Safety Service of Transneft Far East, LLC, interaction of different structures and coordination of emergency response are practiced in the course of such training. The management of the HQ for fire-fighting in such situations is implemented by the Ministry of Emergency Response of the Russian Federation.

Overall, the exercise involved 38 specialists and 7 units of mobile machinery. The fire was extinguished in 40 minutes. The representatives of Transneft, JSC, who followed the course of the drill, take a favorable view of the actions of the engineering and technical personnel of the station.
